    Howard Chang has made influential contributions to our understanding of the relationship between environmental law and international trade law. His most recent work focuses on the economic incentives created by the federal Superfund law.

  • Cary Coglianese, Edward B. Shils Professor of Law and Professor of Political Science

    Cary Coglianese is the founding director of the Penn Program on Regulation. He specializes in the study of regulation and regulatory processes, with a particular emphasis on the empirical evaluation of alternative regulatory strategies and the role of disputing, negotiation, and business-government relations in regulatory policy making.
