Blair Bowie L’17

Blair came to Penn to learn how to leverage the law to accelerate social movements. Her focus is on increasing participation and equality in American democracy. During her 1L year, she co-founded the Democracy Law Project to provide student support to national and statewide non-profits working on campaign finance reform and voting rights. Blair also served as the President of Penn Law’s Lambda chapter, Projects Director for the Environmental Law Project, and Philanthropy Editor of the University of Pennsylvania Law Review. Last spring, in conjunction with the Legislative Clinic, she externed in the office of Pennsylvania State Representative Brian Sims where she helped to draft redistricting reform legislation. She has spent her law school summers working with the League of Conservation Voters, Campaign Legal Center, and Earthjustice. Blair has been awarded a 2017 Skadden Foundation fellowship to help restore voting rights for people with felony convictions in Alabama with Campaign Legal Center.

Prior to law school, Blair worked as the democracy advocate for the U.S. Public Interest Research Group (U.S. PIRG) in Washington, D.C., acting as a lobbyist, media liaison, researcher, and organizer on campaign finance reform, lobbying reform, and voting rights. In this role, she co-authored research on the 2012 elections and the Supreme Court’s McCutcheon v. FEC case that has been cited in various media outlets, including the Washington Post and New York Times. Before joining U.S. PIRG, Blair worked as a grassroots organizer for Green Corps and attended Middlebury College.
